is there a specific national policy or is there an advocacy to legislators supporting the needs of people with Dementia?

I just want to ask i have a friend who just turn 28 and diagnose having Alzheimer Disease. Currently she is seeking doctor’s help at Manila Doctor’s Hospital. Her family is having difficulties Is there any institution here in the Philippines that can provide special nursing needs. Her parents told me that her behaviour is turning weird lately, and most of the time its uncontrollable. Can you also suggest any training or emotional gathering to help my friend family to cope up this kind of challenges.
Hoping you can send me any information in my email. So i can rely it to my friend parents.
